The United Nations has accused the government of South Sudan of carrying out a scorched earth policy. UN human rights monitors say the violations constitute war crimes and crimes against humanity.
They said civilians were deliberately targeted, thousands were killed and that systematic rape was used as a weapon of war.
The UN report reveals that in some cases pro-government fighters have been given permission to rape women and girls as a form of payment.
